The o3sac is a project born of the Third Sector Environmental Forum held in Catalonia in 2009. This initiative included the participation and involvement of different environmental organizations in Catalonia and boost the Observatory and the Third Sector support of the Department of Environment and Housing. The o3sac intended as a tool to facilitate a meeting of environmental nonprofit sector in Catalonia, and is at the service of environmental organizations.

The mission of the project is o3sac third sector organizations collect environmental nonprofit social and collective interest of Catalonia with the aim of working for the promotion of environmental associations, consolidation environmental organizations and the recognition of their work by the whole of Catalan society and in particular the Government of Catalonia, the Parliament of Catalonia and the local government, and European supra.

Its main objectives are networking and environmental organizations, to encourage excellence and innovation organizations in the TSAC such as improved management, quality services and activities, transparency and communication exercise and promote policy advocacy at the service of the third sector environment, ensure the participation of entities in decision-making processes affecting the environment, ensure the existence of appropriate funding mechanisms to the needs of entities TSAC and its activities and services.
