Excessive and sustained heat leads to an increase in mortality and morbidity, especially in the most vulnerable groups, people who either because of their socio-economic situation or because of their condition, health or age suffer more directly from the effects of the heat, for example the elderly.
It is predicted that, due to the effects of the climate crisis, there will be an increasing frequency and intensity of heat waves; currently there is a heat wave every four years on average, and this frequency is expected to multiply by eight at best and up to 16 at worst.
Likewise, exposure to cold temperatures is also related to an increase in mortality, and as in the case of heat, it also affects the most vulnerable groups, such as the elderly and people experiencing homelessness.
For all these reasons, Barcelona City Council has decided to create a network of climate shelter spaces.
A climate shelter space has the following characteristics:
  • It can be indoor or outdoor.
    • The interior spaces are activated throughout the year so that they can be used both to cope with the heat and the cold.
    • The outdoor spaces are activated only during the preventive heat wave phase, which runs from June 15 to September 15.
  • They are spaces that provide thermal comfort to the population, while maintaining other uses or functionalities.
  • In the interior spaces, it is recommended to maintain a set temperature of 27 ºC during the summer and 19 ºC during the winter.
  • They are especially aimed at people vulnerable to heat and cold (babies, over 75s, chronically ill and people with fewer resources, etc.).
  • It is NOT for people who require medical attention, who should go to the relevant health center.
  • They must have good accessibility, provide comfortable rest areas (chairs or benches), free water and be safe.
  • The urban parks that are part of this network have a high presence of urban green (area > 0.5 ha and NVDI index (which indicates the quality of the vegetation) > 0.4; they are accessible to people with reduced mobility and they have water fountains and seats.
