The Barcelona Metropolitan Strategic Plan (PEMB) is a non-profit private association - promoted by Barcelona City Council and the Barcelona Metropolitan Area - chaired by the president of the Barcelona Metropolitan Area (AMB)

The PEMB is an instrument to identify the needs and potential of the territory in the medium term, anticipate trends and threats and make proposals to face the future in the best conditions.

It follows a working method and philosophy based on: promoting the participation of all actors involved, making consensus between divergent interests possible, prioritizing decisions and shared leadership.

The objectives of the PEMB are embodied in the approval of the metropolitan strategic plans. Currently, it is promoting 'Barcelona Tomorrow. Compromís Metropolità 2030', the new strategic plan for the real city: the metropolis of 5 million inhabitants.
